This context menu is defined in org.eclipse.wst.server.ui.internal.view.servers.ServersView from org.eclipse.wst.server.ui_*.jar, 
we can only add items to it, for instance, how we added "Incremental Publish" and "Full Publish"

They are three actions: StartModuleAction, StopModuleAction, RestartModuleAction

First two actions set Image Descriptor in theirs constructors. But RestartModuleAction does not.

They already have image for it: /icons.elcl16/launch_restart.gif it is just need to be set.
