I'm sorry, but I'm not able to replicate this issue. When clicking on a module, the 'restart' action is *only* disabled if the server is stopped. If the server is started, then it doesn't matter what state the module is (unknown, started, starting, stopped, stopping), the restart action is always available. 

But obviously we cannot restart a module when the server itself is stopped.
