Comparing installation of JBoss Tools 4.1.0 (Abbrigged category) from this different URLs:
* http://download.jboss.org/jbosstools/updates/stable/kepler/ (no Akamai) 3min17s
* http://download.jboss.org/tools/static/releases/JBossTools-4.1.0.Final.core/ (Akamai) 2min10s

Wouldn't it be worth replacing the p2 metadata in http://download.jboss.org/jbosstools/updates/stable/kepler/ by composite*.xml links to http://download.jboss.org/tools/static/releases/JBossTools-4.1.0.Final.core/ ?
