What is the meaning of the Mobile item in the customize palette dialog if it does not affect the appearance of the Mobile elements?

If the Mobile item would not be selected, then everything would be fine.

Might we:
a) disable the Mobile item in JSF files by default?
b) show mobile elements even in JSF files if the Mobile item is selected?
