JSF Palette and HTML5 Mobile Palette are quite different things. Technically, the mobile palette is just a group in the Palette (as RichFaces, JSF Core and etc.) but we treat it as a special group and show it in our Palette View only for HTML5 files. So you can still see it in visual part context menu or in customize dialog. We will try to hide it there but if we want to separate HTML5 Palette model from our old JSF Palette then we have to refactor our code. This work is definitely not for JBT 4.1.
