Per suggestions from Tigris, removed org.tigris.subversion.subclipse.ui/pref_use_javahl_commit_hack=false.

Second suggestion was to simply remove org.tigris.subversion.clientadapter.javahl.feature from the Central connector, so that there's no default svn interface set to JavaHL, but ONLY SVNKit. Will need to test if in fact that works before removing this from Central.
