I tend to pop several BrowserSim windows open without first closing (saving settings).  So I found myself toggling on Enable LiveReload across a couple of different windows.   With that said, I suspect I also ran into a bug where the LiveReload was not "sticking" and failed to work so my experience was a bit skewed.

I think we can leave things as-is for now and evaluate further in the future.
