It doesn't. It succeeds to start up.

Process:
1) create server
2) in servers view expand "Ports"
3) delete ports section
4) start server
5) server starts up properly. 

The server editor indiocates a warning symbol where the ports can not be discovered from xpaths, but default ports are used instead. All pollers still work. Your premise that it fails is wrong.
