The agreement was to have stacks.yaml replace it entirely.  Once I converted seam to use stacks, I removed the reading of the upstream downloadRuntimes file completely. 

Currently I don't think there's any system property to set to override the stacks.yaml file.  This would be an api enhancement for stacks component. 

What should we target this for?
