It's not what is expected: the filter in installer to exclude .pack.gz files is still here, so how can the .pack.gz files get into it?
Another (better) way to improve that: The "product" site that gets included in installer could simply configure the packaging plugin to NOT include .pack.gz files, so we don't have to rely on a filter later.
