steps to replicate are:

window -> preferences -> JBoss Runtime Detection -> Download. 

Wait for wizard to show, select a runtime to download (as7.1.1 for example), fill in next page of wizard, finish.  The runtime should start to download. Before this patch, the progress monitor might sit at 0% for 10 minutes, then finish all at once.  Now the proogress monitor should report accurately
