The text that is show is the message that the validator is generating. The application name is initially focused and since it's a required field that's currently empty, it creates an error/warning/info in the wizard title that overrides the description. 
Once you correct the error - it's an empty required field initially - the error vanishes and unveils the wizard page description that was overriden by the error:
