This would make more sense right away, I agree. Nevertheless, the page can be freely switched from one usecase to the other by simply hitting *Use existing application*. Hitting this checkbox makes you switch from creating a new one to importing an existing one and vice-versa. Thus the wizard title should be - if we really want to change it - dynamic and change to match the state of the "use existing application*-checkbox.
