Apologies, correcting the last statement.

The module is actually derived from the contents of the layers.conf as that determines which layers are accessed and in which order (base is implied if not present)

The first layer containing the org.jboss.as.console is chosen, i.e. when layers.conf is set to soa the server will first look for modules/system/layers/soa/org/jboss/as/console followed by modules/system/layers/base/org/jboss/as/console.

Is the confusion with the tooling because the soa version is actually using the eap slot, rather than soa?
