I have created a custom action that is shown:
- when a user right clicks some cheatsheet xml file
or
- right-clicks a project containing the .cheatsheet.xml/cheatsheat.xml file
The custom action doesn't depend on a perspective.

I haven't created a test because the change is only related to the UI.
