Why exactly is this a blocker, Fred? Can you please provide a use case?

Currently the point of a download runtime is to represent a runtime that the tooling can download. It is not intended to display runtimes that cannot be downloaded, as that completely violates the point. 

This would require additional UI, possibly additional API, and other unknown enhancements. So a usecase for why this is a blocker is definitely required this close to GA.
