the tooling can download DRs with a url. Obviously it won't do that for those lacking the url. There's a human url in stacks/DR, which should be displayed in the UI. I don't see the need for any change in APIs. 

This is required to let users know how they can download EAP when playing with examples, as existing in JBDS 6.
