Tycho 0.17 fixed the root cause of the issue.
I re-enabled the pack200 profile on devstudio job. Waiting for job https://jenkins.mw.lab.eng.bos.redhat.com/hudson/view/DevStudio/view/DevStudio_Trunk/job/devstudio.product_trunk/3372/ to finish to check output and close this issue.
