Yes, I still think it is best to do these in seperate steps so they can be applied with proper tests and the bugfixes gets done without waiting for feature to be polished. Plus once you got them separated out we can follow up with design and implementation concerns on those specific PR/features instead of having a hard to follow jira with many crosscutting concerns.
