Fixed in master.

For non-JavaEE projects, CDI support will be reenabled only after a Maven > Project Update, not automatically after adding some CDI dependency. 

For JavaEE projects, once the CDI facet has been installed once, if you manually disabled CDI support, it won't be reenabled automatically, even after project update.
