it is in some way related to local artifacts and changes in tycho between 0.15 and 0.16, I fixed one problem and added cache for TP in my tycho fork, but it seems to help but not so much as I expected (see https://github.com/dgolovin/tycho/commit/b2d4de3bfba53af29347feb37a8b9fdb07cc763e)
