For beta1, lets focus it down to as follows:

Creation of a new component and bundle that can be used by Stacks specifically to hold all common-use classes which depend only on platform AND which other bundles depend on. 

Also add documentation to the new plugin and feature to list the rules for contribution to that bundle and component.
