if they are in a well known location then yes - check out jbosstools-base/stacks and jbosstools-forge for examples on how to use that in i.e. https://github.com/jbosstools/jbosstools-base/blob/master/stacks/plugins/org.jboss.tools.stacks.core/pom.xml#L26

if it is something that is only in p2 repos...then yeah - [~mickael_istria] might know of a trick.
