We did discuss this in the past as it was a use case brought up. My take is on a JEE project it is usually the case that webapp folder also includes files that are processed on the server side such as JSPs or have files that rely on the existence of server resources (servlet filters etc). If we try to share folders with a JEE project we will have to start filtering the server side artifacts out. I am not sure how useful will that be.
