Tech previews are things that are expected to be supported eventually. That doesn't work for things like Birt etc. which is not going to be supported.

I'm inclined to say we continue as we did in JBDS past and have JBT available and then look into adding a notion of earlyaccess/incubation to JBDS central/marketplace for things like birt, arquillian, etc. in JBDS 7.1 or later timeframe.
