I could not replicate this with Alpha2-v20130424-2146-B202

The 'remove' button is always disabled in two instances:
* for the runtime that comes with Forge Tools
* for the runtime that is selected as the default runtime

Screen cap attached of the remove button enabled for an additionally installed runtime that is not set as the default.
