This is a standard wizard we show for tags when we DnD files to JSP/XHTML/HTML editor.
You can see the same dialog if you select any tag on the first page with the list of tags (h:image, img, ...) and press NEXT.
But if there is the only tag available for DnD (it's <img> for html5) then we just show this dialog for particular tag.
General tab is a list of required/important attributes of the tag.
Advanced tab contains the rest of attributes of the tag.

If we want to refactor this wizards, lets create a new issue for Beta2/... and think what we can do here.
