About the first scenario: User wants to delete skin -> it selects it. After selected element is removed, usually next element is selected. Only because of changing selection skin will changed. 

About second scenario: we were thinking about adding dialog, but we think it will be too many popups. That's why we decide to close it(user removes skin -> user doesn't need it -> it can be closed).

Selecting skin separately, for example in dropdown is not a good idea imho.
