We support Cordova and Phonegap is a distribution of cordova. The current version of Cordova that we have as part of our tools is 2.7(which is newer than what is mentioned on the message). I think phonegap build is giving this error because it has a specific way of detecting phonegap versions whic is failing on vanilla Cordova.
