XULRunner from [~nickboldt]'s update site is working fine with
eclipse-SDK-4.3RC2-win32-x86_64 
and
VPE installed from http://download.jboss.org/jbosstools/updates/JBossTools-4.1.0.Beta1.core/ .

Currently (before respin-a) it does not work with JBDS, because SWT from its TP (4.3 M6) [does not support XULRunner 64-bit|https://bugs.eclipse.org/bugs/show_bug.cgi?id=406912].
