Unless you are seeing this URL in your error log, then that is not related to this bug... It's still important, but it would require its own bug. 

To test this issue, you should open the download-runtimes wizard and verify that all Application servers, from 3.2 up to 7.x, show as runtimes that are able to be downloaded. 

I'm going to close this again, but re-open if you find a bug with THAT specifically. And feel free to open a new issue about what you found.
