The palette view is a part of Eclipse GEF. But it does not provide any content. So if you install Eclipse + GEF without JBoss Tools you will be able to open the Palette view but it will be empty. JBT provides content for this view.

We actually have two palettes which use the same standard Eclipse GIF view:

- Our new *HTML5/Mobile Palette*. This palette has a set of html/js widgets which can be used in HTML5 documents. If you have an html file opened with JBoss Tools HTML Editor and this file has an HTML5 doctype declaration (<!DOCTYPE html>) then the Palette view shows our HTML5 Palette. This palette so far has only *jQuery Mobile* widgets but we are going to add some other HTML5 libraries there. We also plan to add a few pure HTML5 widgets (img, audio, video, form, ...) to this palette.
Almost everything you see in this palette is JBT specific: look&Feel, wizards, filter filed, ...

- Our old *JSF Palette*. This palette is shown for any HTML3/4, JSP or XHTML documents.
This palette has a set of JSF libraries (Standard JSF Core and HTML, RichFaces, Seam). This palette may be useful for JSF projects.

You cannot see both palette (it uses the same view) for the same file. It makes sense since JSF widgets are used in XHTML documents but jQuery Mobile is used in HTML5 documents. So you cannot mix JSF widgets and jQueryMobile in the same document.
