At the moment the JBDS docs have a bug link at the end of each section that goes to BZ. But we use JIRA for JBDS docs bugs so the link should point to JIRA.

1. Create custom get help and feedback text stating JIRA
2. Add that custom topic to core books
3. Add JIRA metadata for use by links to core books
