Looks like the problem is that you have no writeable c:\temp folder, so the script can't create c:\temp\%installDir%.install.xml.

Also, I've assumed that you have JDK 7 installed here:

set JREPATH=c:\Progra~1\java\jre7\bin\java

If you do not, then I need to add another check to verify that's a valid path.
