(1) Yes.
(2) Yes - 7.1.0.Beta1 and 7.0.1 contain the same Kepler SR1 update.

The next time users will see available updates is when we release updates to Central, and then again in March when Kepler SR2 becomes available (and we can build a new JBDS 7.1.1 or 7.2.0 to include it).
