Testing on fresh Fedora 19 64 bit and clean Eclipse for JavaEE:
1. Installing Andorid SDK from https://dl-ssl.google.com/android/eclipse/
2. Restarted Eclipse after successful installation
3. Two dialogs are opened:
- Welcome to Android Development (disabled)
- Android SDK

4. Closing dialog Android SDK
5. Dialog Welcome to Android Development is opened and allows user to install Android SDK
