[~dazarov] I pushed on branch https://github.com/mickaelistria/jbosstools-central/tree/JBIDE-15630 some additional work I did yesterday on this topic. There is a JBoss.org Community preference page (WIP) that can be used to configure JBoss.org/Jira credentials, and a basic Dialog for bug report.
Maybe you should have a look and see there whether there are some ideas/pieces of code you'd like to re-use.
