Yes, but ONLY if there's a reason to prevent it. If the component's plugins don't depend on anything that changed between Kepler and Luna, and therefore there's no fork needed, then there's no reason to prevent installation into both Luna and Kepler. Only components that are not compatible w/ both Luna and Kepler should prevent their installation into Luna.
