This resolver comes from a factory which creates it independently of the project nature (read as "always"), so if your launch configuration includes org.jboss.tools.common.el.core.test plug-in then this resolver will appear for any project. It works as expected.
All we can do here is to remove Denis' test (At least in its EL Resolver factories part)  (I suppose it's in ELResolverFactoryManagerTest class)
