I did not mark it as blocker because it's experimental so I was not sure but I agree with you it should be blocker.

And I meant BrowserSim will be installed when user choose to continue with installation: org.jboss.tools.vpe.browsersim.feature.feature.group 3.5.1.Beta1-v20131019-0253-B122. 

Exactly the same version is already installed but JBDS allows me to finish installation. I see no download progress during installation but at the end dialog asking to restart eclipse is displayed
