I have used a runtime lifecycle listener. 
Since WTPRuntimeFix checks servers, it is possible that a runtime is sometimes added and the runtime listener called before adding a server.
I have fixed the issue by replacing a runtime lifecycle listener with a server lifecycle listener.
The PR has been updated.
