I've opened two additional upstream bugs for this issue:  
  1) https://bugs.eclipse.org/bugs/show_bug.cgi?id=431973
  2) (minor)  https://bugs.eclipse.org/bugs/show_bug.cgi?id=431970

Number 2 is a very minor non-blocking issue that actually doesn't affect us.  Number 1) is a key issue that leads to some very non-intuitive behavior and requires annoying workarounds for the user.
