Although I'm very doubtful there are many 3rd party products including JBoss Tools (and I'm even more doubtful that's something we should care unless there is a OEM-like partnership), I find that the argument is technically good, and that an optional dependency.
However, I see an issue in the feature model: we can have optional inclusion (referencing a static specified version of another feature), but we can't define optional dependencies (using version ranges or just feature id). The issue with inclusion is that it can lead p2 to version conflict when there is actually nothing to worry about.
