Currently, if the wizard is not installed, we request to install the org.jboss.tools.aerogear.hybrid connector from JBoss central. This connector is comprised of 3 eclipse features
* org.jboss.tools.aerogear.hybrid.feature 
* org.jboss.tools.vpe.cordovasim.feature
* org.jboss.tools.vpe.browsersim.feature

AFAIK the palette is not included by any of these features. JBDS has it installed by default, as Max mentioned
For JBT, if we want to make sure the palette gets installed, we need to make it available in JBoss Central as well, in the software page. Do you want that?
