This appears to be org.eclipse.debug.ui code, accessed / enabled via an extension point called "launchGroup", which is an extension point I've never used.   A grep on the astools repository shows there's no use of this extension point anywhere.,   (ext. pt. name is org.eclipse.debug.ui.launchGroups)

I sincerely doubt this has ever worked before.   [~mmalina]  can you give this a check on an old release or two?
