Well... I've updated the unit test to test basically exactly what you're reporting, and, I can't replicate it at all. 

AllSubsystemResolutionTest has had a few changes:
  1) I added IDeploymentOptionsController as a subsystem to be tested
  2) I added modes "local.mgmt" and "rse.mgmt" to the test

This test runs a full matrix of each server type to each subsystem, and it attempts to resolve it. It also makes sure to resolve it the way all clients should be resolving it, rather than digging deep into the inner api. 

No failures as far as I can see.
