Ionic strictly targets Cordova, so I think Ionic palette should be installed together with the Hybrid Mobile tools. Therefore, for JBDS8 Hybrid Mobile tooling installation from central should install the following
* Eclipse Thym
* Aerogear Eclipse Thym extensions
* CordovaSim
* Ionic palette

Ideally, I would like to have the AngularJS code assist as part of Hybrid Mobile tools installation, in addition to a standalone one for non-cordova cases. However, it is a larger feature that needs to be cooked up more so it should remain separate for  JBDS8 and we just need to make sure that it works for Thym projects when installed.
