I think this will be too difficult, and may allow users in 'local' mode, for example, to remove their runtime. It would make this particular widget entirely too complicated. I think it belongs in the behavior wizard, since whether a runtime is required or not depends on what profile your server is in. I'll be removing this widget from the server editor, and then the only location to add a runtime will be in the edit-profile wizard area.
