[~dazarov] Max's thoughts about how my actions are now limited to only package explorer is correct.  Would your issue be fixed if we changed the locationUri to 
{code}
	<menuContribution
	   allPopups="false"
	    locationURI="popup:org.eclipse.ui.popup.any?after=additions">

?  Or would your problem still be present?
