     Then you'll see that this update site is a superset of the eclipse bpel update site.  The JBTIS TP pulls in just the eclipse.org mirror (1.0.4) where the JBTIS aggreegate pulls in jbosstools bpel.  This (jbosstools-bpel) needs to be rebuilt - it will pick up the usage parameter and it needs to pick up 1.0.4 of the eclipse bpel.
